Was My Turkish Citizenship Cancelled? How to Check at a Turkish Population Office, a Turkish Consulate or Through a Lawyer (2026)
No list of the 1,070 names has been published. How families learn whether their Turkish citizenship was cancelled: the notification, the Turkish population registry, Turkish consulates, e-Devlet, the Ministry of Interior and checks by a lawyer with a power of attorney.

After the 2026 announcements about 6,134 cancelled citizenships and 1,070 more investors, many families are asking one question first: has my own Turkish citizenship been cancelled? There is no public list of names, so the answer comes from your notification and from the Turkish population registry.
If you have a matter on this topic:
1. Was my Turkish citizenship cancelled? How people find out
The Turkish Citizenship Law requires decisions on acquiring and losing citizenship to be notified to the person concerned and to the application authorities (Art. 41) [M1]. The application authority is the governorate where the person lives in Turkey, or the Turkish mission abroad (Art. 37) [M1]. In practice, families learn about a decision in one of the following ways:
| How it reaches you | What it is | Why it matters |
|---|---|---|
| A written notification addressed to you | The decision itself, delivered under Article 41 | The 60-day period to go to court starts on the day after it [M1] |
| Through the governorate or a Turkish consulate | The application authority is also notified (Arts. 37, 41) | Families abroad often hear of it at the consulate |
| Your population registry record | The registry records citizenship status (Civil Registry Law, Art. 5) | The record can be obtained even if no letter has arrived (section 3) |
| A letter from TKGM about the investment certificate | A separate decision cancelling the conformity certificate | It often comes before or with the citizenship decision |
A notification is sent to the address in the records. If the family has moved, it may still count as delivered, which is why the registry check in the next sections is often the first step for families who have heard nothing.
2. Is there a list of the 1,070 names? Am I on it?
No list of the people concerned has been published. On 21 September 2026 the Minister of Justice announced that 1,070 people, family members included, had acquired citizenship irregularly through sales examined in the Gül İnşaat AŞ, Beyaz İnşaat and LİV İnşaat investigation, and that the administrative process to cancel their citizenship had been started [H1]. That wording matters: for many of the 1,070, a decision may not yet have been notified at the time of the announcement.
| What the news "lists" contain | What they do not contain |
|---|---|
| The developers examined: Babacan İnşaat (first wave); Gül İnşaat AŞ, Beyaz İnşaat, LİV İnşaat (second wave) [H1] [H2] | The names of individual buyers |
| Related companies and the names of some suspects, as reported in the press [H3] | Which families' citizenship was cancelled |
| Totals: 6,134 cancelled in August; 1,070 named in September; 734 sales examined, 274 described as sham [H1] [H2] | Which of the 734 sales were sham |
Buying from a developer named in the investigation does not by itself mean that a buyer's citizenship was cancelled; the other 460 of the 734 sales were not described as sham [H1]. What happened in each family's file is explained in our article on the 2026 cancellations.
3. Can I check my status at a Turkish population office?
Yes. The Turkish population registry (nüfus kütüğü) records each person's identity, family ties and citizenship status (Civil Registry Law No. 5490, Art. 5) [M2]. Population services are run by the Ministry of Interior's central and provincial offices and by Turkish missions abroad (Art. 4) [M2]. A copy of the registry record, called a nüfus kayıt örneği, can be obtained directly from a population directorate by [M2]:
- the person whose record it is;
- his or her spouse, guardian, children or parents (descendants and ascendants);
- anyone presenting a power of attorney from these people (Art. 44/1-g).

| Rule | What it means for you | Article |
|---|---|---|
| Registry records are confidential | Only authorised people can see them | 5490, Art. 9 |
| A registry copy is issued on a written request stating the reason | The request says why the record is needed | 5490, Art. 43 |
| A registry copy is valid for 180 days | An old printout may not be accepted later | 5490, Art. 43/2 |
| Third parties cannot obtain anything beyond marital status | A developer or agent cannot check your record for you without your power of attorney | 5490, Art. 44/4 |
4. I live abroad. Can a Turkish consulate tell me?
Turkish missions abroad carry out population services and are among the authorities entitled to obtain registry records (Civil Registry Law, Arts. 4 and 44/1-b) [M2]. They are also the application authority for citizenship matters abroad and receive the decision (Citizenship Law, Arts. 37 and 41) [M1]. For families in Dubai, Baghdad, Tehran, London or elsewhere, the consulate is therefore one of the places where a decision or a registry record can be seen.
| Where you are | Where the record or decision can be seen |
|---|---|
| In Turkey | A population directorate (in person or through a power of attorney); e-Devlet |
| Abroad | The Turkish consulate; e-Devlet if you have access; a lawyer in Turkey with your power of attorney |
| Not sure whether you are still a citizen | The question can be put to the Ministry of Interior (Citizenship Law, Art. 36/3) |
5. Can I check my Turkish citizenship status on e-Devlet?
The Civil Registry Law allows people to query their own registry record, and those of their children and parents, through the e-Devlet gateway using secure identity verification; documents obtained from e-Devlet have the same legal value as those issued by population directorates (Art. 44/5) [M2]. The e-Devlet service is called "Nüfus Kayıt Örneği Belgesi Sorgulama" and is provided by the Directorate General of Population and Citizenship Affairs [T1]. Access requires an e-Devlet password, mobile signature, e-signature or another accepted verification method [T1].

6. If there is doubt: asking the Turkish Ministry of Interior
The Citizenship Law states that proof of Turkish citizenship is not tied to any particular form, and that population records, identity documents and passports are presumed to show citizenship until the contrary is established (Art. 36/1-2) [M1]. It then adds: if there is any doubt about whether a person is a Turkish citizen, the question is put to the Ministry (Art. 36/3) [M1].

A Turkish passport or identity card still in your hands is therefore not, on its own, the final answer after a cancellation announcement: the presumption it creates gives way once a decision is shown.
7. Can my lawyer in Turkey check for me?
Yes, but the rules differ depending on what is being checked:
| What is checked | Can a lawyer do it? | Basis |
|---|---|---|
| Your population registry record | Yes, with your power of attorney | Civil Registry Law, Art. 44/1-g [M2] |
| A court or enforcement file | A lawyer can examine the file even without a power of attorney, but copies require one | Attorneys Act, Art. 46 [M3] |
| A criminal investigation file | Only the suspect's defence lawyer; the judge can restrict access in listed offences, including organised crime | Code of Criminal Procedure, Art. 153 [M4] |
| Citizenship applications and steps | Can be made in person or by power of attorney | Citizenship Law, Art. 37 [M1] |
Families abroad usually sign the power of attorney at a Turkish consulate or before a notary with an apostille.
8. Am I part of the criminal investigation? Being a buyer is not being a suspect
The citizenship process and the criminal investigation are separate. The İstanbul Chief Public Prosecutor's Office investigates the people suspected of organising the sales; criminal liability is personal and the presumption of innocence applies to everyone named [H1] [H2]. A buyer is not automatically a suspect. A person who is a suspect is normally called to give a statement or detained; at that point the right to a defence lawyer, and that lawyer's right to examine the investigation file, apply (Code of Criminal Procedure, Art. 153) [M4]. In investigations into a criminal organisation, the judge can restrict the lawyer's access to the file at the prosecutor's request, but not to the person's own statement or expert reports (Art. 153/2-3) [M4]. Rights during questioning are explained in our guide for foreigners arrested or questioned in Turkey.
9. What about my title deed and the investment certificate?
Many families first notice a problem through the property side. The conformity certificate (uygunluk belgesi) that allowed the property purchase to count for citizenship is issued and cancelled by TKGM, and a cancellation letter is a separate decision from the citizenship decision. In the published Council of State file of February 2026, it was this certificate cancellation, never challenged, that weighed heavily in the family's loss. The difference between the two decisions and their deadlines is explained in our guide Can I appeal a Turkish citizenship cancellation?. Title deed information can also be seen on e-Devlet by people with access.
10. Common situations families describe, and where each is checked
| Situation | What the rules point to |
|---|---|
| "We saw the 1,070 figure on the news, but no letter has come" | The announcement said the process had been started [H1]; the registry record shows the current status (Civil Registry Law, Art. 44) |
| "We moved and may have missed the letter" | Notifications go to the recorded address; the registry record and the application authority (governorate or consulate) are where the decision can be seen (Citizenship Law, Arts. 37, 41) |
| "Only a TKGM letter about the certificate arrived" | That is a separate decision from the citizenship decision; both can matter later |
| "The letter names me but not my spouse or children" | Each person's status is recorded separately; family members' records can be obtained by the person or relatives (Art. 44/1-g) |
| "We are abroad and cannot travel to Turkey" | The Turkish consulate, e-Devlet access, or a lawyer in Turkey with a power of attorney (Arts. 4, 44) |
| "Our agent says he will check for us" | Without a power of attorney, third parties cannot obtain more than marital status from a registry record (Art. 44/4) |
| "Officials gave conflicting answers about whether we are still citizens" | Where there is doubt, the question is put to the Ministry of Interior (Citizenship Law, Art. 36/3) |
11. I found out my citizenship was cancelled: what happens now?
| Question | Where it is answered |
|---|---|
| What happens to my wife, children and property? | Turkish citizenship revoked in 2026 |
| How many days do I have to appeal, and where? | Can I appeal a Turkish citizenship cancellation? |
| Can I stay in Turkey, and what about entry bans? | Deportation and entry bans in Turkey |
| How are overstay days counted? | Overstay and entry ban calculator |
The date of notification is the first fact in every file, because the 60-day period to go to court starts on the day after it.
12. What to have ready when checking your status
| Document | Why it helps |
|---|---|
| Turkish passport and identity card (and old foreign passport) | Identification at the population office or consulate |
| Any letter or notification received, with its envelope or delivery record | Shows the notification date |
| Your recorded address in Turkey | Where notifications are sent |
| Power of attorney (if someone else checks for you) | Required for a lawyer or relative to obtain your record (Art. 44/1-g) |
| Title deed, conformity certificate and any TKGM letter | The property side of the file |
| Purchase contract, bank transfers, currency certificate | Needed if a decision has been made and is challenged |
13. Turkish citizenship lawyer in Istanbul, Ankara and across Turkey: where these checks are made
Checks happen in three places. The population records and the Ministry of Interior, to which doubts about citizenship are referred, are national, with the Ministry in the capital, where files are followed by a lawyer in Ankara. The investigation into the Babacan, Gül İnşaat, Beyaz İnşaat and LİV sales is run in İstanbul, so many families contact a Turkish citizenship lawyer in Istanbul. Families abroad usually act through the Turkish consulate or a lawyer in Turkey holding their power of attorney.

Frequently Asked Questions
How do I know if my Turkish citizenship was cancelled?
The decision is notified to you and to the application authority, the governorate in Turkey or the Turkish consulate abroad (Citizenship Law, Arts. 37 and 41). Your status is also recorded in the Turkish population registry, which can be checked at a population directorate, a consulate or on e-Devlet.
Is there a list of the 1,070 people whose Turkish citizenship is being cancelled?
No list of names has been published. The Minister of Justice announced on 21 September 2026 that the cancellation process for 1,070 people had been started; press lists name companies and suspects, not buyers.
I bought from Gül İnşaat, Beyaz İnşaat or LİV. Was my citizenship cancelled?
Not necessarily. In the second wave, 274 of 734 sales were described as sham, not all of them. Your own notification and your registry record show your status.
Can I check my Turkish citizenship status on e-Devlet?
People with e-Devlet access can query their own registry record, and those of their children and parents, through the 'Nüfus Kayıt Örneği Belgesi Sorgulama' service; e-Devlet documents have the same legal value as population office documents (Civil Registry Law, Art. 44/5).
Can I check at a Turkish population office?
Yes. A registry copy can be obtained directly from a population directorate by the person, spouse, children, parents or anyone with their power of attorney (Civil Registry Law, Art. 44/1-g), on a written request stating the reason (Art. 43).
I live abroad. Can the Turkish consulate tell me if my citizenship was cancelled?
Turkish missions carry out population services and can obtain registry records (Civil Registry Law, Arts. 4 and 44/1-b), and they are the application authority abroad that is notified of citizenship decisions (Citizenship Law, Arts. 37 and 41).
Can my lawyer check my citizenship status in Turkey?
Yes, with your power of attorney a lawyer can obtain your population registry record (Civil Registry Law, Art. 44/1-g). Families abroad usually sign the power of attorney at a Turkish consulate or before a notary with an apostille.
Who decides if there is doubt about whether I am still a Turkish citizen?
Under Article 36/3 of the Citizenship Law, if there is any doubt about whether a person is a Turkish citizen, the question is put to the Ministry of Interior.
My Turkish passport is still valid. Does that mean I am still a citizen?
Passports, identity documents and registry records are presumed to show citizenship until the contrary is established (Citizenship Law, Art. 36/2). Once a cancellation decision exists, that presumption no longer settles the question.
Can a developer or agent check my registry record for me?
Not without your power of attorney. Third parties other than those listed in the law cannot obtain anything from a person's registry record beyond marital status (Civil Registry Law, Art. 44/4).
How long is a Turkish registry record copy valid?
A registry copy that is not used within 180 days of issue loses its validity; the Ministry can shorten this for some uses (Civil Registry Law, Art. 43/2).
Am I a suspect in the investigation because I bought from a named developer?
Not automatically. Criminal liability is personal and the presumption of innocence applies. A suspect is normally called to give a statement or detained, and then has the right to a defence lawyer who can examine the file (Code of Criminal Procedure, Art. 153).
Can a lawyer see the criminal investigation file?
The suspect's defence lawyer can examine it and obtain copies free of charge; in listed offences, including organised crime, the judge can restrict this at the prosecutor's request, except for the person's own statement and expert reports (Code of Criminal Procedure, Art. 153).
Can a lawyer look at a court file without a power of attorney?
A lawyer can examine case and enforcement files without a power of attorney, but copies of documents are not given without one (Attorneys Act, Art. 46).
I received a letter from TKGM. Is that the citizenship decision?
No. A TKGM letter cancelling the conformity certificate is a separate decision from the Presidential citizenship decision; both can matter for an appeal.
Where are notifications sent if I moved?
Notifications are sent to the address in the records, and a notification to that address may count as delivered even if the family has moved, which is why families who have heard nothing often check the registry.
When does the time limit to appeal start?
The 60-day period to go to court starts on the day after the written notification. The appeal is explained in our guide 'Can I appeal a Turkish citizenship cancellation?'.
What happens to my family if my citizenship was cancelled?
Spouses and children who became citizens through the investor are generally covered, with exceptions for a child born later and a spouse who became a citizen by marriage. This is explained in our article on the 2026 cancellations.
Can relatives check my record for me?
Your spouse, children and parents can obtain your registry copy directly from a population directorate (Civil Registry Law, Art. 44/1-g).
What documents should I bring to the population office or consulate?
Your Turkish passport and identity card, any letter received, your recorded address, and a power of attorney if someone else is checking for you; for the property side, the title deed and any TKGM letter.
Where can I find a Turkish citizenship lawyer in Istanbul or Ankara?
The investigation is in İstanbul, so many families contact a Turkish citizenship lawyer in Istanbul; matters with the Ministry of Interior in the capital are followed by a lawyer in Ankara, and families abroad act through a lawyer in Turkey with their power of attorney.
Does being on a news list mean my citizenship is cancelled?
